Completion of the policy research study conducted by a team of Swede Agri experts entitled "Philippine Dairy Policy Study", funded by the Swedish International Agency under the bilateral cooperation between the governments of Sweden and the Philippines. The study focused on macro policies affecting the local dairy industry sector.
Submission of the final reports undertaken by the UPLB, namely: "Commercialization of the NDA Bio-organic Fertilizer" and Microbial
Rennet Production". The first documented the potential of commercial production of bio-fertilizer from cattle manure as added source of income for dairy farmers while the second study established the possibilities of commercial production and application of microbial rennet by the white cheese making cottage industry.

In relation to the implementation of School Milk Feeding Program in remote areas, a pilot project entitled "Module Run of Sterilized Milk Blend for selected Milk feeding Areas" was conducted by the NDA in collaboration with the DDFPI and the DairyCon. The project sought to determine the feasibility of using sterilized milk blend in aluminum packs as an alternative to UHT (ultra-high temperature) milk blend in tetra brick
A total of 32,023 children in 228 public elementary schools across the country participated in the School Milk Feeding Program (SMFP). A total of Php 11.47 Million were spent for the program and funded by the NDA, LGUs, Sen. Franklin M. Drilon and Sec. Edgardo J. Angara.
The NDA participated in a multi-agency undertaking at formulating an expanded milk-feeding program for children pursuant to a memorandum issued by President Joseph Estrada on October 19.
Sen. Ramon B. Magsaysay, Jr. filed Senate Bill No. 1747, otherwise known as the Milk Feeding Act of 1999", which aims to institutionalize the government’s milk feeding program with an initial funding of Php 300 Million. Rep. Leonardo Q. Montemayor filed a similar measure, House Bill No. 10744.

Official launching of the White Revolution Program in November in Muñoz, Nueva Ecija by President Joseph Estrada. The Program is a multi-sectoral undertaking spearheaded by the DA through the NDA and the PCC which calls for the accelerated development of the local dairy industry by drumming up support from all sectors.
A total of 20,932 children in 61 public elementary schools across the country were the beneficiaries of the National Milk Feeding Program (NMFP) that utilized 502,368 liters of milk valued at Php 19.7 Million.
